You need to have the magnet effect.
Go to Kaleidoscope-(Sprout)>Field to house-> Heya's House-(Sparkles)> Pink Moon and head north. There will be a head blocking the wheel on the next area. Use the Magnet effect to move the head so you can get the effect.
