In the Clock Hallway, just go straight up where the path splits. At the end of the hallway should be a crevice in the wall to your right. Enter the crevice and you'll now be in the City.

Enter the small slice of cake. Interact with the brown pot. In the area with bridges, find and interact with the camera.
