Memories
(This theory is based around the backstory on Fluorette's page).
Much of the spirit world that Fluorette explores is shaped around her past memories. The Clock Work World, along with the City and Apartments are based on the city that Fluorette originally lived in. The shadowy NPCs in the City represent the citizens that Fluorette saw but never got to know.
Some of the areas and effects reflect Fluorette's interests. The Game Boy World is based on a game that Fluorette would often play. The Underwater Ship and the Ocean Floor, along with the Squid effect, represent an interest in the ocean and sea creatures.
