I finally got around to switching my computer's locale to Japanese, and the Japanese RTPs for RPG Maker 2000 and 2003 finally installed onto my operating system correctly. After switching back to English locale, I still had to use Locale Emulator to run the game, but it works now!
Now I can get into this game and see what all it has to offer.
