You can get this effect from the chest in nexus,

In nexus enter the door with metal bars to go in Chain Spawn, wander around until find a chain without any cage and interact with it, this chain sent you in Chain Road, find there different from others chainwalker NPC (this NPC not walking like others) and interact with it to get effect
