To fix this, go to control panel, and search for "region". In the results, click "region"
In the window that comes up, Click the "administrative" tab (it might say "advanced" too).
Under "Language for non unicode programs" click "Change system locale." Select Japanese from the menu, then press "ok".to exit both windows.
