For changing the Wine locale, I found this page that might be useful. (I don't use Wine so I can't really answer for the Mojibake thing).
As for the RTP error, what you want to do is open the RPT_RT.ini file in a text editor and put in: FullPackageFlag=1. Save it and that should fix that particular error.
