You can try installing the Japanese RPG Maker 2000 RTP if you haven't already done so. You could also open the game's RPG_RT.ini in Notepad and add in: FullPackageFlag=1.
As for getting fangames to run on Android, there's EasyRPG that apparently makes RPG Maker games playable on mobile devices.
